Citizens can offset debt by contributing verified memory records, but those records become public infrastructure. Families effectively fund the state with their own interior history.
The idea belongs in the MVP because it shows how KANON can elevate strong conceptual infrastructure, not just isolated stories. Readers should be able to browse a system and feel its governing pressure immediately.
